I guess cost of fuel at an individual airport could play into that, but for this it would only matter if ATL was cheap vs all other destinations. Am I missing something?
You've deduced the answer. There are no state taxes on jet fuel in Georgia. Ignore the politics and just read the part about fuel tax.
