There’s no literal defined answer anywhere, unless you talk to someone who is very high up in the departments that handle this. At this level, all you’ll hear are opinions, and there’s a lot of different ones out here.
MY observation, and a common one amongst others… is mostly yes. And that applies for really any regional. A legacy usually won’t pull from a regional operation that helps their overall operation. SKW is unique in that it operates for all big 3, so that kinda creates a bit of “metering” from them all, opposed to a regional that operates for just 1 carrier and you can bounce to the other 2 easily because they don’t mind pulling from a competitors regional operation.
Long story short, MY observation… yeah, there is a LITTLE BIT.
