The Vancouver thing is real because you actually live in WA state. Just so happens there's a town with tax free shopping across the border, even the most totalitarian states cannot require that you stay home and shop in state (they would if they could, but constitution and all that). I know plenty of people who live there, for that reason (presumably they generally like PNW too, as opposed to FL or LAS).
Even PDX based pilots don't have to pay OR tax because the vast majority of their flying leaves the state. Probably 100% for mainline AS.
That said, if you play fast and loose with residency for tax evasion purposes, yes you can go to jail. CA has tax agents snooping through the garbage cans of LAX/SFO based pilots in Henderson NV, looking for evidence of residency or lack thereof.
If you live in Washington but shop in Oregon you are supposed to pay Washington use taxes on anything you bring into WA. In practice of course most choose to simply break the law but I would not put high dollar purchases on a credit card! Washington property taxes are heart stopping to compensate for no income tax.
