Mission Commander required for any 3-ship or larger formation, but more frequently, mission commanders are required for certain high visibility missions that require an aircrew member to work issues during crew rest. Examples: some state department missions, certain VIP movements, etc.

Ideally, the MC is an experienced IP, but in theory, you could be a copilot who has previous airlift experience as an AC/IP.
