The problem is that China is about the worst place to test anything and would you really want your 10's/100's of billion dollar research and development project hinging on China building out the correct infrastructure and not screwing something up?
I'm not suggesting anybody would do a manhattan project that hinges on china participation, just speculating that it might shake out that they get real-world experience there before they can get it by western regulators. Still not any time soon.
