I've been randomed out of uniform and I've never had to remove shoes/etc... and I've certainly never had them make me stand there and do paperwork for the stuff the confiscated. That does appear to be new, at least at one station.
I'm not saying I haven't received special treatment out of uniform. I'm saying they are not SUPPOSED to give to special treatment. In fact, out of uniform, you're supposed to go the end of the line with the rest of the general public.
