There is a place to input OE off-day request in iCrew, as well as (I think) asking for OOB OE. IIRC, these requests must be put in by the 20th of the month 2 months prior, however.
Failing that, heed Scoop's advice and go find your OE planner in one of the OC's (can't remember if it's OC1 or OC2). If you walk in with a smile, they will likely rifle though the 200 monthly schedules they have printed out, check if you have any self-input remarks, and pencil in a few notes.
