Not much you can do with bidding if you're in training until the 27th. As far as requesting OE at a particular base, just make friends with the OE planner while in training. Big thing is to let them know ASAP and probably send a kind reminder as it gets closer, just don't be a PITA. For my newhire OE, as a NYC guy I requested DTW...I got ATL and SLC, and a trip over Christmas. I had heard about the 73 OE planner back then, but I didn't realize she had no heart lol. I've heard others had better luck with OE planners.
