Is there any constraint over how the company constructs and schedules classes?

They run about 50 every Tuesday now.

Can they start a class on monday with all the upgrade eligibile folks and have the remainder start Tuesday. Seems like a very simple way to bypass some of the stated impediments to assigning captain to a new hire,
