It's a good question. Seems to me, "at the time of processing" is the kicker. Does "time of processing" mean the PCS run that executed the drop, or does "time of processing" mean the time of trip that was actually dropped. Furthermore, if the APD was granted for an October trip (but time of processing is in September), and your anniversary is in October, does this mean you can no longer APD in your new year?
I'm not 100% sure, but I'm afraid it would burn your APD for your new year. But, if you had already used your APD this year, you could APD in October (with time of processing in October) even if it was before your actual anniversary date in October.
