Airlines are either growing or shrinking - it's almost impossible to maintain status quo (replace retirement and attrition with just enough hiring). In actuality, we are the closest thing to that very thing (stagnation) right now and have seen what it can do (CAs leaving, mass turnover in FOs, dissatisfaction in many of the workgroups, etc.). So, why order a whole bunch of planes but then sh!t the bed on the rest of the growth plans...

Incompetence. That's it.

They are just too focused on the cost structure and let too many things fall below par. Running an airline is hard, and Biffle isn't the best so you get what we got. I think he's basically done just well enough to not get replaced.

Let's not forget though, the airline was decently profitable in the last quarter. $88 million in profits and over $700 million in the bank. Things aren't exactly a disaster here. And the airline has grown tremendously under Biffle.
