The term came about when the upgrade times started to drop drastically and we had people being awarded CA spots with less than 1000 hours 121 time and there was no mechanism in the PWA to handle that. So there was an LOA that spelled out how people in that situation would be handled. Along with that the company agreed that any person with less than 3 years on property who qualified for the short upgrade course on their initial upgrade could elect to go through the full upgrade course instead. So this is where the concept of a "U3" upgrade came from. This part of the LOA has now been superseded by the new PWA which give any first time upgrade, regardless of time on property, the option to go through the full upgrade course if they qualify for the short upgrade course.
