This is a political problem with military readiness symptoms. There is no real agreement on what our national defense and fiscal priorities should be. Consequently, our operational plans are potentially inadequately resourced. I’m not sure keeping worn out older fighters accomplishes much other than keeping their pilots somewhat in the game.
