No, actually it doesn't. Local transportation doesn't count against FDP. CB is right on this one. It's based on the scheduled FDP on the rotation. The Manhattan, Chicago, LA, and Bay Area hotels with their long van times are a great example. They'll make the pickup times an hour before report time everywhere vs. the current 15-30 minutes and let everyone get there early.
