Can't go off anything other than seniority. Plus, the company would love for this to happen. With a bunch of junior captains, there would be a good mix of captains and first officers being furloughed which would actually make it cheaper to furlough than usual. Not only would they quickly get rid of expensive captains, but the training costs associated with reshuffling would be lessened.
