You have to be otherwise qualified to bid, meeting the hours requirements of FAR Part 121.436. It isn’t just 121, but 135, up to 500 hours of qualifiable military time and some part 91 operations.
If you have only flown for a foreign carrier, then no, you couldn’t bid it.
