DC is a stagnant base at the moment. We will not see much growth here until they figure out how they will grow it as it has room for growth. The first pieces of the puzzle that United is trying to get ironed out is EWR. Once EWR is figured out, DC will follow.
Adding on, the crew resources update showed no growth in DCA on any airplane until at least July 2024.
