Yes, new hires can only get what went unbid on the previous AE, and every AE resets those new hire slots.
So early Feb you probably get the leftovers from the Jan AE, late Feb probably get a fresher batch of spots from the AE that’ll probably let out early Feb.
It’s also important to note that those leftover spots are what they are
allowed to offer, not what they
will offer.
