It varies bid-by-bid, depending on the number of CPT positions available. Small realignments aren't going to move the needle junior the way larger bids will, especially if they come after a lack of movement and bypassers jump in.

Looking back to when Contract 2016 was ratified, the plug is (generally) in the 60-65% range upon award. As an example, the CPT plug for 23-101 was 58% overall seniority, 21-103 was 62%, 19-102 (which established SDF 747 and created extraordinary movement) was 72%. Of course that was during a significant growth phase for the airline and demographics have changed, so we'll see what the future happens to hold.
