It's been a while since I read the article, but the jist of it was Spirt wasn't really at fault. Boeing failed to give them proper technical documents. For the pressure bulkhead issue, it was the Spirit made fuselages that were actually the good ones and Boeing was the one that made the bad ones.

Spirit makes the plug, nut Boeing removes it to put in most of the interior, then reinstalls it and finishes the interior to cover it up and make it difficult to readily access. What subsequent checks (if any" are required, I haven't a clue. Did it in fact FAIL? Or was it not reinstalled properly?
