When a posting comes out via FCIF, the number of pilots needed in a base is given in the posting. So many people bid it before the bid closes. If the number of bids received for that position = the number given in the posting, it is filled with no more openings. If they receive less bids than the number given in the FCIF; there are x amount of positions not filled, that still leaves an opening for crews by x amount. If the number of bidders is y more than the amount required by the FCIF, only the amount required should be filled, with the others, the y amount, not holding an award.
So, my point is, if more people have been awarded HKG Captain than what the total numbers are that have been posted for by FCIF, how can that be done legally by the CBA. The contract states in section 24 B 1 a.
"
Notification of postings for crew position vacancies and crew positions in excess shall be communicated to pilots through the appropriate Flight Crew Information File (FCIF). Notification that an active posting exists shall be available through VIPS."
I dont think the Company can just arbitrarily have more pilots in a base than what the combined number, via FCIF, has been posted for. In effect, they are arbitrarily negating the definition of an excess by allowing more awards than have been posted for.
Posting 0703
The FCIF has been suspended, but the posting announcement calls for 46 30CH.
Final Award shows 46 30CH
Final Bid percentiles shows 46 30CH
All positions open via FCIF are filled.
Posting 0801
FCIF posting for 3 30CH
Final Award shows 3 30CH
Final Bid percentiles shows 49 30CH
All positions open via FCIF are filled. So far, so good. It all adds up....
Posting 0802
FCIF posting for ZERO 30CH
Final Award shows 8 30CH!
Final Bid percentiles shows 62 30CH.
This doesnt add up. First, there were no openings for 30CH on the FCIF. But, 8 got awarded it. How does that work? Then, 49 30CH from 0801 plus 8 30CH from 0802 equals 57 30CH. So how do we have 62 30CH on the 0802 bid percentiles??
Some got the award when CDG was canceled. But, there were no openings, via FCIF, to award to these people. How does that work??
Some that are listed on the final percentiles, that previously held CDG, are now holding 30CH and, their previous award shows 30CH. Not true. They never were awarded 30CH. They were awarded Bus Captain in CDG.
Openings are defined by FCIF. The Company, I dont think, can arbitrarily create them other than by FCIF. Because, there would be no way to legally define "create an excess" per the CBA!
Do I have the logic all wrong here, or is this a major muck up that needs to be corrected by our MEC ASAP?
