I think it would be a huge issue if one had, say a thousand bucks worth of stuff on the payroll deduct plan, get "effed," then the company extracts the balance due from your last check or two

This should be clearly spelled out in your contract, ask your union rep.
Hope nobody finds out the answer first hand, but if I thought I was going to get "effed" I think I'd be chugging through my sick leave and vacation time, or better yet, might be out on a "medical" before the "event" happened, depending on benifits available, but then again, there is nothing like a job interview to make someone feel much better.
