Not always the case for a variety of reasons
1) most military pilots don't meet the requirements
2) no part 91 pilots meet the requirements
3) yes there's a decent subset of CFI>regional regular guys and gals getting hired with less that 1000 hrs 121 time ... and 987 doesn't cut it
