I think you are conflating two issues. The question asked originally was who would be eligible for the CA upgrade. The reply that it was a moronic question was that you wouldn't get hired UNTIL you met those criteria (qualified for CA upgrade).
Plenty of military pilots - especially fighter pilots - have NO time that counts for CA upgrade but there is in fact a special UA program to help recruit them.
Perhaps 'moronic' was unkind, but you were misreading the initial question.
