Having worked very closely with the FAA during my GA years, I feel confident that the FAA has already met its hiring goals of people with "severe intellectual disabilities". Like the POI who saw a King Air 300 with the new "Q-Tip" Hartzell props sitting on the ramp on a Friday afternoon. The guy thought the airplane had experienced a dual prop strike and hung a red tag on the airplane, issuing an emergency grounding. Then he went home for the weekend. Crew showed up to the airplane an hour later and of course had to cancel three days worth of trips. Nobody at the FSDO answered the phone all weekend...
