That's a reasonable solution. Except I'd recommend going to age 70 to harmonize 76 seats or less with the maximum age at fractionals. While I would think that fractionals would provide enough data to justify or oppose age 67, opening 76 seats or less to age 70 should definitely be able to provide enough data.
