Are you sure he had to fill it? Historically they’ve had GUM seats on the drop but if no one took them voluntarily they just roll them over to the next class.
As for the SCUBA, Guam itself often gets overlooked. Because there are so many epic destinations (Yap, Palau, Chuuk, etc.) within a couple hours’ flight, you kind of get numb to the “merely” excellent diving within 20 minutes drive of your own house.
