This yields a positive change of 13.51%. Now divide 13.51% by the time change (Approx. 4 yrs.) equals 3.37%. The 2.8% is taking into account VSP and "paper bidders". Regardless, the growth is pitiful.
My guess from reading the past page or so is most people are referring to is relative seniority from one year to the next. Sounds like you are talking about overall growth of the pilot group.
