Schoolhouse Rock skipped over this so my knowledge of Conference by Submission is pretty sketchy. But my understanding of this is that (A.) It's pretty rare and (B.) it describes a situation where one chamber Congress (such as the Senate) agrees to the version of a bill or legislative proposal that has been passed by the other chamber without requesting a conference committee to reconcile differences between the two versions.

I had heard rumors but has this actually been approved by Senate leadership? I'm dubious.
