That was my understanding of the current status. Schumer iz expediting the bill by skipping the Senate floor vote prior to reconciliation with the House. So the only Senate vote will be after the conference committee has harmonized the two versions.
Schoolhouse Rock skipped over this so my knowledge of Conference by Submission is pretty sketchy. But my understanding of this is that (A.) It's pretty rare and (B.) it describes a situation where one chamber Congress (such as the Senate) agrees to the version of a bill or legislative proposal that has been passed by the other chamber without requesting a conference committee to reconcile differences between the two versions.
I had heard rumors but has this actually been approved by Senate leadership? I'm dubious.
