It’s not emotional to say it will be a logistical nightmare to accommodate non-ICAO compliant pilots at an international airline. Congress should care about the impact of rules on Fortune 500 companies the cost those rules being passed to the consumer.
67 with an ICAO stipulation would make some sense. Doing a Leroy Jenkins maneuver is reckless, but without the comedy when it’s done in the real world.
