There were some hired after the twa staple and before 911 so they would have been affected as well. I know this because they were in my class at a regional summer 2002 and we had all been furloughed. All excluding myself had to make decisions to go back after 10ish years to first year 30k money due to no longevity. The Problem has been addressed so no need to beat this horse anymore.
