How that works? I don't know.. At the very least, the FOM policy should be codified without exceptions. They already agreed to PSC come on some reroutes. PSC is already codified for training and for instructors. A version of positive space commuting is available on DH Deviate. All of those contractual provisions give priority over non commuters/leisure travelers.
