The annual system bid will be structured like the last in that there will be added vacancies to absorb any displacements to let everyone get their seat back, and in hopes no one actually has to move (except the 190 guys).

From his mouth, FWIW, was that there will be NO additional displacements outside the 190.

My guess is they took the survey data and added vacancies to run a little fat, because thats cheaper than displacements and the associated training cycle.
