I would do any logical order in the class. Age, number of hours, feats of strength....really any way other than via reverse last four or another seemingly random way to assign seniority (in the class).
If it was by hrs, the military pilots would be in a very very very big disadvantage. At least no one has to fly the 88 anymore.
Last 4 SSN is fair.
