To clarify, Im referring to the automatic washout but we can manually step it up to D1 (derate 1 which is 8% less than total climb thrust) and then eventually clear the derate altogether regardless of the altitude. At heavy gross weights, climb performance begins to peeter out in the low 20's partcicularly when climbing into an increasing tailwind which is usually the case leaving HND. LCPs and LVPs do push the procedure pretty hard, to include reselecting the derates once altitude restrictions have been made. Iv'e been told Delta winds up writing RR a check every month due to low compliance with this procedure. Im unsure if it's a standard clause of the of lease or if DL agreed to it to try and save a few pennies. I do my best to comply with it and on domestic flights like JFK-LAX, I have had decent climb performance with D2 the entire time until it washed out on its own. But for longer, int'l flights at high gross weights it seems to be an exercise in futility.
