This is my take on the HND crossing restriction specifically:

Tokyo departure, every day, literally sees dozens of flights that cannot make those restrictions. They're used to it, and they accept it, and I've never received any pushback from them, even when calling unable at the last moment. Obviously, the best thing to do is give them as much heads up as you can perhaps even telling clearance delivery but I don't understand the worry/angst of other pilots. It's not a big deal HND, departure sees it all the time... every day... it's a quite normal occurrence not being able to make climb restrictions. Just use the derate climb power like the fleet wants and don't stress over it!
