Biden did not issue an EO mandating the DOJ to go after them. None of his EOs reference the merger at all. His administration simply enforced the word of the law, which technically is their responsibility to do. Choosing not to enforce it would be going rogue.

Several separate things going on here...
Did the WH oppose this merger? Yes, with public statements to that effect.
Did DOJ decide to sue to block the merger? Yes.
Was the Biden DOJ influenced by the Biden WH? Most likely, doesn't take an EO for the head of the executive to influence or even direct his subordinate departments.
The particular judge was luck of the draw, unless you're alleging conspiracy. I don't know enough about the legal ins and outs to guess if a different judge might have ruled differently. Presumably a Reagan judge was likely sticking to legal facts, not going activist in favor of big business or liberal agendas.
