EWR has the facilities available in the former COEX terminal to make an easy go of creating a base ops structure; EWR has the largest number of departures outside of the hub/base cities and the layover hotel is making a mint off of the number of rooms required to operate the Florida/West Coast/Red Eye route structure is staggering.
BWI is in the running; however. EWR is the focus. EWR is the money-maker. EWR is the operational challenge. Expect this new base to be EWR.

ACY crew are not worried about "pivoting" - it was a small and it became increasingly difficult to provide block hours to the 90 pilots and 60 FA.s based there. There are relatively few junior pilots or flight attendants at the base, so their ability to commute via air will not be an issue.
