EDIT: There has probably never been a steady state so you are right - either hiring or laying off therefore displacements.
Steady state usually means over-staffed, but not enough justify furloughs. Very little hiring from 2009-2014. A few hundred in 2010 was it. Numerous AE’s ran over those years. Movement was minimal and the majority of the AE’s had displacements.
