EDIT: There has probably never been a steady state so you are right - either hiring or laying off therefore displacements.
Even if we reached a 'no growth' state for whatever reason, we'll still be retiring 4-500 pilots per year into the mid-2030s. That will generate openings on both NB and WB fleets. They'd need to run AEs to fill the openings created by retirements, and hire that many pilots just to maintain the 'no growth' state.
