I don't think either IR or hamas want to shoot down any non El-al airliner... they're playing world opinion or at least trying to and they know that mass murder of third party nationals will not go over well. They also know if they shoot down a US airliner there will be hell to pay from about four CVBGs or however many we can fit in the AG at one time.

It could happen by mistake though.
