In the end it split along party lines and ALPA held sway over the Dems. Even then it could have gone either way in Conference Committee but apparently Schumer pulled the plug and Cancun Cruz wanted to skip TSA real bad.
This is often repeated, but neglects that it originally only passed by 1 vote in house committee. While there was broad support for the final bill, 67 was also a minor issue in the house that only barely made it out.
I agree with your larger point that this was a close call, but it’s not like the whole house wanted it.
