Every regional except Horizon whose contract doesn't allow it. But Horizon will sometimes hire people with an experienced FO bonus and put them right into captain training after completing first officer training. Search direct entry captain and a lot of regionals pop up.

Envoy appears to be winding down their DEC bonus program but will probably continue to hire them. I say that because their bonus had been extended to 6/30/24 and later amended to 5/31/24, and requires starting class within 90 days of receiving a CJO. Since one person on the Envoy forum said he was told he wouldn't receive the bonus, and others report that their orientation has been cancelled to be replaced by a later Indoc date, I believe Envoy is no longer trying to get part 121 pilots to start within 90 days. I think Envoy is trying to save money and has noticed that their attrition is slowing down.

If you are interested in a specific airline you should ask in their forum. Where you live, want to live, or want to commute to should be your biggest factor, followed by the health of the company and reputation of their training program. Why exactly do you want to be a DEC?
