I've looked at the 23.M.7. report a few times just to see how it's being reported. It seemed very short to me and I wondered how accurate it is and how can we really verify they are being done correctly? I am convinced the reporting requirement did very little. It comes down to each scheduler making an assignment to self report and there is no incentive to do that, probably a deterant to reporting if anything. I have no idea if "automating" it will catch it all when it comes down to the discretion of each individual scheduler. More intentional noncompliance in my opinion.
