Base Swaps have never been allowed at Delta. All bids are for vacancies. With 6 777's being added at the top there will be backfilling during the year. They have to maintain the contractual manning in each category and they don't get to pick who gets the bids. The backfilling may not occur on this bid but they will have to fill those openings on a clean up bid or the next bid after. As I posted before they just lost a grievance on this issue and paid out big money as a result.
