If this was in fact the case they are pretty much ******. In addition to ignoring a NOTAM they didn't make the required calls on CTAF and indeed may not have even had it dialed up.
Hard to imagine a 121 pilot being this careless.
Making calls over CTAF are not a requirement at least FAR's.
I am not sure if SWA procedures dictate crews shall monitor and broadcast over CTAF at uncontrolled/tower closed fields.
