FOM 3.4.1 seems pretty clear that Unable to Commute policy applies. Says, "pilot's scheduled or assigned duty, including SLI's who are commuting to a scheduled training event."
How does FOM 3.4 apply when you're traveling on company business IAW 13.3? You're not commuting, therefore the unable to commute clause does not apply.
"Company business travel is not to be used for rewards,
commuting, or personal business purposes."
