Code 'F' in daily coverage question. If a GS is accepted with less than 18 hrs to report and coded as F does it pay full GS value even if you're below the GS trigger?

If so, awesome. If not, why is it coded differently than a regular GS? I looked at the PWA and the SRH but it either wasn't there or I'm not smart enough to figure it out.
