The majority of pilots not making their commutes were coming from FL where JAX would arbitrarily issue ground stops because they weren't staffed correctly. Missed commutes WOULD have happened using current commuter language . I had one or two CA roll the dice and commute in on flights that were scheduled to get in after show time but even then, we got the flight out on time all but once.
Funny enough, AA doesn't require a back up for their commuters and everything seems to work over there.
If you have a backup flight you have a much better chance of getting there than taking the very last flight. I can assure you the company believes that. You are correct about where the main issue was plus some BOS to NYC commuters. The company handed us a great deal with that PS policy. They put some trust in us to use it wisely. It didn't go as planned.
