The center states have fledgling economies outside of the major cities. Ever been to Manhattan KS? Bartlesville OK? I have. They have nothing for young people. If you have kids, they will hate it there. If they don't hate it, they will want to stay and they wont have any futures, because there's virtually no economy or industry of value in these places.
The theory is everyone will congregate in major cities. That's where all the social and economic opportunity currently lies. Drive through any craphole in the Plains or desert and it's painfully obvious why no one under the age of 40 wants to live there.
